It could be that the file itself was corrupted on download. Try downloading it again. I can read it just fine in Win 7(64). The Rokh is the second most effecient practical mining ship, and here I will prove this.
Firstly, I am using one single common faction module, a Caldari Navy Co-Processor. If you were to correct the guide's description is listing without faction deadspace or officer modules, then it will not.
Rokh: 8x Modulated Deep Core Miner II (Veldspar Mining Crystal II) 4x Mining Laser Upgrade II Caldari Navy Co-Processor
This yields 463.17521578125m¦ of ore per laser per three minutes, which can be rounded to 463.1m¦ due to minimum ore sizes. Equated out, this yields 1234.9m¦ per three minutes, or 20.59m¦/sec. The following Covetor (your fit) yields only 1233.9m¦ per three minutes, or 20.57m¦/sec.
Covetor: 3x Modulated Strip Miner II (Veldspar Mining Crystal II) Mining Laser Upgrade II
Due to the extremely common prevalence and relative inexpense of this single faction module, I would think it worthy of annotation, just my two cents (or one m¦, whichever fits).
I have really only one thing to say to your friend: Call me back when you need RSI treatment. Having that much yield from 8 lasers will fill his cargohold eight times every minute. Have fun drag n' dropping. That's the prime reason I bit the bullet and trained barges.
